What this amendment would do
SA 4951, submitted by Mr. Van Hollen, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund. This fund is for legislation that focuses on:
- Preserving evidence.
- Making public the results of investigations into the deaths of United States citizens during encounters with Department of Homeland Security officers.
This change allows the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for related bills or reports, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
