What this amendment would do

SA 4945, submitted by Mr. Van Hollen, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on combating corporate monopolies raising consumer prices.

This change would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills or amendments, that relate to fighting corporate monopolies that raise consumer prices.
  • This may include providing resources to the Federal Trade Commission to take action against unlawful corporate monopolies driving up consumer prices.

The amendment specifies that this is allowed as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
