What this amendment would do

SA 4943, submitted by Mr. Van Hollen, aims to add a section to title IV of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a point of order in the Senate against any:

  • Bill
  • Joint resolution
  • Motion
  • Amendment
  • Amendment between the Houses
  • Conference report

That does not include funding for oversight through these Department of Homeland Security offices:

  • The Office of Civil Rights and Civil Liberties
  • The Office of the Immigration Detention Ombudsman
  • The Office of the Citizenship and Immigration Services Ombudsman

This point of order can be waived, suspended, or used to sustain an appeal of the Chair's ruling only with an affirmative vote of three-fifths of the Members of the Senate.
