What this amendment would do
SA 4938, submitted by Mr. Van Hollen, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to provide a permanent tax cut to working families.
This change would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These actions apply to legislation involving tax cuts for working families that are offset by increasing taxes on the top 1 percent of taxpayers, as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
