What this amendment would do
SA 4937, submitted by Mr. Van Hollen, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to provide consumers with refunds from tariffs that have been held to be unlawful.
It allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislation, such as bills, joint resolutions, amendments, motions, or conference reports.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
