What this amendment would do
SA 4936, submitted by Mr. PETERS, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to support the following:
- Funding for the Cybersecurity and Infrastructure Security Agency.
- Efforts to counter cyberattacks from nation state actors.
- The fortification of critical infrastructure.
To achieve this, the Chairman of the Committee on the Budget of the Senate would be allowed to adjust budget allocations, aggregates, and the pay-as-you-go ledger for relevant legislative actions. This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
