What this amendment would do
SA 4934, submitted by Mr. Gallego, proposes adding Section 3003 to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to uphold the ability of the United States to prevent terrorist attacks.
The amendment aims to allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative items, such as bills, joint resolutions, and amendments.
These adjustments relate to preventing terrorist attacks, which may include stopping counterterrorism-focused law enforcement personnel from being detailed to conduct civil immigration enforcement during the war with Iran. This is permitted as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
