What this amendment would do
SA 4932, submitted by Mr. Gallego, aims to add a section to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to ensure Federal employees who work during a lapse of appropriations are rewarded for their service.
Specifically, it aims to allow the Chairman of the Committee on the Budget of the Senate to make adjustments to budget levels, allocations, and the pay-as-you-go ledger for legislation that may provide premium payments to Transportation Security Administration employees who worked hours without pay.
This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
