What this amendment would do
SA 4931, submitted by Mr. Gallego, aims to add a section to the end of title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund regarding holiday pay. This would allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation related to holiday pay.
Specifically, the amendment focuses on:
- Ensuring employers provide employees compensation for work performed on a legal public holiday.
- Setting that compensation rate at not less than one and one-half times their regular rate.
- Requiring that such legislation would not increase the deficit between fiscal years 2026 through 2035.
