What this amendment would do
SA 4930, submitted by Mr. Galleggo, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budget levels for fiscal years 2027 through 2035.
The purpose of the amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation involving sanctions against the Russian Federation.
Specifically, this may involve:
- Prohibiting the issuance of licenses related to Russian energy.
- Prohibiting the waiving of sanctions on Russian nationals listed as specially designated nationals and blocked persons by the Office of Foreign Assets Control.
These measures would remain in place until the Secretary of State and the Secretary of Defense, consulting with the Director of National Intelligence, certify that the Russian Federation is no longer providing intelligence on United States personnel and assets to Iran. This is provided that the legislation does not increase the deficit from fiscal years 2026 through 2035.
