What this amendment would do
SA 4927, submitted by Ms. Hirono, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger. These adjustments would apply to legislation that allows States to sue the Department of Homeland Security for immigration detention violations that happen within their jurisdictions.
- This is allowed as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
