What this amendment would do

SA 4924, submitted by Ms. HIRONO, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels, allocations, and the pay-as-you-go ledger for legislation concerning State and local consent for major Federal infrastructure facilities.

Specific examples of what this may include are:

  • Requiring consent for building large-scale immigration detention facilities.
  • Requiring State and local consent for converting warehouse facilities towards immigration enforcement.

This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
