What this amendment would do
SA 4919, submitted by Ms. Ernst, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to help protect United States citizens.
This would allow the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that may include:
- Providing U.S. Immigration and Customs Enforcement with full funding to arrest, detain, and remove illegal immigrants who commit violent crimes.
- Targeting those who commit crimes against children and other violent crimes such as murder, sexual assault, and rape.
This is permitted as long as the legislation does not increase the deficit over the periods of fiscal years 2026 through 2030 or 2026 through 2035.
