What this amendment would do

SA 4918, submitted by Mr. Schiff, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to lower the cost of fertilizer for American farmers and the cost of food for American families.

This would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These changes are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
