What this amendment would do

SA 4916, submitted by Mr. Schiff, aims to add a section to S. Con. Res. 33 regarding the budget for fiscal year 2026 and levels for 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that deals with:

  • Reinstating a Department of Transportation proposal that would require air carriers to give cash compensation for flight cancellations and delays that are significant and controllable.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
