What this amendment would do
SA 4915, submitted by Mr. Schiff, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for legislation related to protecting taxpayer funds. This includes the potential prohibition of transferring Federal funds from the Department of the Interior (which includes the National Park Foundation and the National Park Service) to the Freedom250 organization.
To achieve this, the amendment allows the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, motions, or reports.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
