What this amendment would do

SA 4914, submitted by Mr. Schiff, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that prohibits cuts to Federal nutrition assistance for veterans.

It allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations and aggregates.
  • Adjust the pay-as-you-go ledger for related bills, resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
