What this amendment would do

SA 4913, submitted by Mr. Schiff, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to prohibit cuts to Federal nutrition programs for the following groups:

  • Pregnant women
  • Mothers of children under 5
  • Infants
  • Toddlers

This allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation related to these protections, as long as that legislation does not increase the deficit between fiscal years 2026 and 2035.
