What this amendment would do

SA 4912, submitted by Mr. Schiff, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to increase funding for the Rural Health Transformation Program.

Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

This is intended for legislation that could increase funding for the program from $50,000,000,000 to $100,000,000,000, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
