What this amendment would do

SA 4911, submitted by Mr. Schiff, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budget levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a reserve fund to support farmers who are purchasing fertilizer at higher prices because of the war in Iran.

Specifically, the amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other budget levels.
  • Make adjustments to the pay-as-you-go ledger for legislation related to this support.
  • Include the reimbursement of farmers who paid more than 125 percent of the average fertilizer price in 2026 compared to the price in 2025.
