What this amendment would do

SA 4910, submitted by Mr. Schiff, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section creating a deficit-neutral reserve fund. This fund relates to releasing the FEMA public assistance and hazard mitigation funds that are pending obligation.

Specifically, it aims to allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for legislation, amendments, or reports that require the obligation of amounts appropriated to the Federal Emergency Management Agency for public assistance and hazard mitigation programs.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
