What this amendment would do
SA 4909, submitted by Mr. Schiff, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for legislation related to providing tariffs refunds. This could include giving every American taxpayer a $400 refund for tariffs that were illegally collected under the International Emergency Economic Powers Act.
To do this, the Chairman of the Committee on the Budget of the Senate would be allowed to:
- Revise allocations of committees or aggregates.
- Make adjustments to the pay-as-you-go ledger.
This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
