What this amendment would do
SA 4908, submitted by Mr. Wyden, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund. This fund would allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation that focuses on the following:
- Requiring U.S. Customs and Border Protection to give automatic and timely refunds to U.S. importers who paid tariffs illegally imposed by Trump under the International Emergency Economic Powers Act.
- Ensuring those refunds are paid with interest and processed automatically within 30 days.
This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
