What this amendment would do
SA 4907 is an amendment proposed by Mr. Reed and several other senators to be added to the end of title III of concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to help low-income households get energy assistance. It aims to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation focused on ensuring low-income households can access energy assistance.
Examples of this assistance include:
- Home energy assistance through the Low-Income Home Energy Assistance Program.
The amendment specifies that these adjustments are to account for high energy costs, such as delivered fuels, heating oil, or other energy forms, caused by the war in Iran or the impact of tariffs. This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
