What this amendment would do

SA 4906, submitted by Mr. HEINRICH, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section regarding a deficit-neutral reserve fund focused on increasing the supply of starter homes for hard-working Americans.

It aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These changes are permitted for legislation relating to increasing the supply of starter homes, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
