What this amendment would do

SA 4905, submitted by Mr. HEINRICH, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation intended to lower housing prices for hard-working Americans:

  • Revise allocations of committees or aggregates.
  • Revise other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
