What this amendment would do

SA 4902, submitted by Mr. HEINRICH, aims to add a new section called the Deficit-Neutral Reserve Fund Relating to Supporting Members of the Armed Forces and Their Families to title III of the concurrent resolution.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These actions must relate to supporting members of the Armed Forces and their families and are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
