What this amendment would do

SA 4898, submitted by Mr. HEINRICH, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add Section 3003, which creates a deficit-neutral reserve fund. This fund is specifically for investigating instances where over 100 children are killed at a single site in areas where the United States has an ongoing military operation.

The amendment aims to allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, and amendments.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
