What this amendment would do
SA 4896, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33 regarding a deficit-neutral reserve fund relating to combating antisemitism.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation, amendments, motions, or reports relating to combating antisemitism.
- This may include providing full funding for the Federal Emergency Management Agency.
The amendment specifies that these adjustments can be made by the amounts provided in the legislation, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
