What this amendment would do

SA 4895, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that increases the limits on deductible new business start-up expenditures.

  • The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust committee allocations, aggregates, and the pay-as-you-go ledger.
  • These adjustments apply to bills, joint resolutions, amendments, motions, or conference reports that increase the limitations for deducting start-up expenditures.
  • This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
