What this amendment would do

The purpose of this amendment is to create a point of order in the Senate against any:

This point of order applies if the legislation does not allow 100 percent of losses from wagering transactions during a taxable year to offset gains from wagering transactions during that same year.
To waive or suspend this rule, or to sustain an appeal of the Chair's ruling, an affirmative vote of three-fifths of the Members of the Senate is required.
