What this amendment would do
SA 4893, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for funding the disaster response and resilience programs of the Federal Emergency Management Agency (FEMA). This includes programs that support recovery and preparedness for drought and wildfire.
To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise aggregates, allocations of committees, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various reports, motions, amendments, joint resolutions, or bills related to these FEMA programs.
This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
