What this amendment would do
SA 4892, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to support State, local, and Tribal governments in recovering from devastating natural disasters, such as wildfires.
It would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.
- Support the work of the Federal Emergency Management Agency with these governments.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
