What this amendment would do
SA 4890, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund for housing production programs. These programs must support the rehabilitation or creation of affordable housing units to address the affordable housing crisis.
The amendment would allow the Chairman of the Senate Committee on the Budget to:
- Revise aggregates, other appropriate levels, and allocations of committees.
- Make adjustments to the pay-as-you-go ledger.
These actions apply to motions, conference reports, amendments, bills, or joint resolutions relating to the specified housing programs, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
