What this amendment would do
SA 4887, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to help lower the cost of housing. It intends to do this through the following:
- Expanding training services, education, and outreach activities for careers in the residential construction industry.
- Requiring interagency coordination to support housing industry businesses.
This amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
