What this amendment would do

SA 4886, submitted by Ms. Rosen, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to the bill. It aims to change the budget by allowing the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger.

These changes apply to legislation focused on combating political corruption at the Department of Homeland Security. This includes prohibiting the use of taxpayer funds to buy private aircrafts for senior officials and Cabinet Members.

The amendment specifies that these actions are allowed provided the legislation does not increase the deficit between fiscal years 2026 and 2035.
