What this amendment would do
SA 4882, submitted by Ms. Rosen, aims to add a new section (SEC. 3003) to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to prohibiting the Executive branch from preventing the issuance of automatic extensions for immigrants who apply to renew their Employment Authorization Document in a timely manner.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for related bills, joint resolutions, amendments, motions, or conference reports.
These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
