What this amendment would do
SA 4881, submitted by Ms. Rosen, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for legislation that prohibits the imposition of tariffs that would increase grocery prices without the approval of Congress.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for related bills, joint resolutions, amendments, motions, or conference reports.
This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
