What this amendment would do
SA 4877, submitted by Ms. Rosen, aims to add a section to the end of title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund regarding the impact of prediction market use by minors.
- It allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels, committee allocations, and the pay-as-you-go ledger for legislation related to the impact of prediction market use by minors.
- This may include requiring the Commodity Futures Trading Commission to provide a report to Congress on how minors use prediction markets.
- These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
