What this amendment would do
SA 4876, submitted by Ms. Rosen, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on:
- Lowering prescription drug costs.
- Reducing drug shortages.
- Expanding opportunities and pathways for nonprofit prescription drug manufacturers to expand operations within the United States.
This change would allow the Chairman of the Senate Committee on the Budget to adjust committee allocations, aggregates, and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
