What this amendment would do
SA 4875, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to lower prescription drug costs. It seeks to do this by ensuring that coinsurance prescription costs for seniors on Medicare are based on the net price of the drug instead of the higher list price.
To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
