What this amendment would do
SA 4874, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33. This resolution sets the budget for the United States Government for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to improve outcomes for human trafficking survivors.
The amendment seeks to change the bill by allowing the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
These adjustments apply to legislation relating to improving outcomes for human trafficking survivors, which may include expanding Department of Justice investigative efforts into potential crimes of Jeffrey Epstein and his accomplices. This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
