What this amendment would do

SA 4873, submitted by Ms. Rosen, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budget levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section to title III regarding a deficit-neutral reserve fund. This fund is specifically for:

  • Lowering visa processing wait times.
  • Potentially increasing funding for U.S. Citizenship and Immigration Services.

The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for related legislation, provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
