What this amendment would do
SA 4872, submitted by Ms. Rosen, aims to add a section to title IV of S. Con. Res. 33. The purpose of this addition is to create a point of order against any legislation that provides funding to implement a policy that undermines the integrity of the Visa Waiver Program under section 217 of the Immigration and Nationality Act.
The amendment intends to change the process by:
-
Prohibiting the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that funds such a policy.
-
Requiring an affirmative vote of three-fifths of the Members of the Senate to waive or suspend this point of order.
-
Requiring an affirmative vote of three-fifths of the Members of the Senate to sustain an appeal of the Chair's ruling regarding this point of order.
