What this amendment would do
SA 4867, submitted by Ms. Rosen, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budget levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a section to title IV that creates a point of order against any legislation that would increase DACA renewal processing times. This means the Senate would not be allowed to consider any of the following that increase those processing times:
- Bills
- Joint resolutions
- Motions
- Amendments
- Amendment between the Houses
- Conference reports
To waive or suspend this rule, or to sustain an appeal of the Chair's ruling on this point of order, an affirmative vote of three-fifths of the Members of the Senate is required.
