What this amendment would do
SA 4864, submitted by Mr. WYDEN, aims to add a new section to title IV of S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This would prevent the consideration of certain bills, joint resolutions, amendments, or conference reports that do not help create new clean electricity generation to help lower energy costs for families and businesses.
To bypass this restriction, the Senate would require an affirmative vote of three-fifths of its members to waive the rule or sustain an appeal of the Chair's ruling.
