What this amendment would do
SA 4863, submitted by Mr. Wyden, aims to add a new section to title IV of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This means it would stop the Senate from considering certain bills, joint resolutions, amendments, or conference reports if they do not provide help to first-time homebuyers with the cost of buying a home.
To get around this rule, the Senate would need an affirmative vote of three-fifths of the Members to waive the rule or sustain an appeal of the Chair's ruling.
