What this amendment would do
SA 4862, submitted by Mr. Wyden, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on making billionaires pay their fair share in taxes.
This would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.
These actions are permitted for legislation relating to making billionaires pay their fair share in taxes, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
