What this amendment would do
SA 4854, submitted by Mr. Kelly, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to ensure the President develops a comprehensive plan to reduce everyday costs. These costs may include:
- Groceries
- Housing
- Transportation
- Utility bills
- Health care
This amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels, committee allocations, and the pay-as-you-go ledger for related legislation, provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
