What this amendment would do
SA 4853, submitted by Mr. Kelly, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to title III. This fund is intended to ensure the President focuses on lowering the everyday costs and cost of living for the people of the United States.
The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation that may include requiring the President to appoint special advisors focused on:
- Housing costs
- Health care costs
- Grocery costs
- Utility costs
- Transportation costs
- Wages
This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
